you're not apprehending him you're just encountering and then you dispersing and proc processing and dispersing them uh total expulsions under title 42 about 2.4 million so that means 6 million minus 2.4 about 3.6 million people have been encountered very efficiently processed and dispersed correct about 3.6 million so there are other ways that individuals uh are addressed um Senator Johnson for example they can be removed under

title eight of the United States code how many how many have been removed under that title then um uh in fiscal year 2022 uh I record um just over 360,000 individuals have been removed under title 8 there are also uh Senator there's also the ability uh to have individuals voluntarily return to their country of origin so how many how many is that number how many how

many voluntarily returned my understanding of the data in fiscal year 2022 it was approximately 260,000 individuals so I'll take a half a million off of that okay so 3.6 down remove a take half a million away from that about 3.1 according to uh border patrol Chief Ortez Ortiz about 1.4 million known Goda aways known Goda ways I mean that correct number 1.4 last year um Senator

uh and by the way if I may uh you combined multi-year uh figures with the data that I provided which was for that's that's because that's because you don't publish this stuff in a very understandable way uh so a large number of of people are getting way that we know about we don't know who these people are but they're just Goda ways they're never encountered they're

just they get away into the interior then we've got uh on you know one estimates about3 million unknown Goda ways okay that's the estimate so some somewhere somewhere north of 4 million people I had a number down here 5.3 but we're adjusting that down based on title two expulsions and I guess people volunteer going home um somewhere between four and five million people during this Administration

have been coming to this country probably don't qualify for Asylum but that's that's pretty accurate number right um four to five million Senator let me let me um first communicate a premise which is we are very very focused on the security of our border no no you're not no you're not I don't want to listen to that so basically what we're looking at is 22 states

have populations less than four million people 28 states have populations less than 5 million people that is the magnitude of the problem do you know how many dead bodies were discovered on the Southwest border in fiscal year 2022 U Senator when you um just listen I don't have much time do you know how many bodies dead bodies were discovered Senator this is prec precisely why we

are seeking to do you know I'm not I'm not looking for a you know do you know how many dead bodies were discovered in 2022 what's the number Senator it's okay okay it's 890 according to news article in the Wall Street Journal which I'd like to enter in the record thank you Senator Hassen Senator Johnson you're recognized for your questions Mr chairman Mr secretary uh welcome

in the record without OB thank you I'd also like to enter into the record a couple of New York Times articles oddly enough written by Hannah drer this one is uh published on February 25th 2023 that's titled alone and exploited migrant children work brutal jobs across the US I just want to quote from this article but as more and more children have arrived the Biden and

white house has ramped up demands on staffers to move children quickly out of the shelters and release them to adults case workers say they rushed through the vetting process it goes on data obtained by the time show that over the last two years the agency could not reach more than 85,000 children overall the agency lost immediate contact with about a third of the migrant children it

goes on it's going to be a business for some of these co-sponsors uh said one of the uh people trying to place these folks one of the case workers but the case workers of those agencies said that HHS regularly ignored obvious signs of labor exploitation in interviews with more than 60 case workers most most independently estimate that about 2third of all unaccompanied children end up working

full-time it goes on is the government we've turned a blind eye toward their trafficking says Doug Gilmer the head of Birmingham Alabama office of Homeland Security investigations a federal agency that often becomes involved with immigrant cases Mr Gilmore teared up as he recalled finding 13y olds working in meat plants 12y olds working at suppliers for Hyundai and Kia and children who should have been in Middle

School working at commercial bakeries Mr secretary do you know how many young girls are sex trafficked are you following any of those cases do you have HSI investigating that form of involuntary servitude because of your open border policies um Senator um our Center for combating human trafficking um presents one of our greatest priorities within the Department of Homeland Security it is precisely why I've taken two

important steps number one identify for the first time human trafficking and child exploitation as a priority for the Department of Homeland Security number two but but you are failing miserably four to five million people you know 1.44 million unknown Goda ways we have no idea who those people are what kind of security they risk you're not giving me any stats whatsoever in terms of the number

of people that are human trafficked how many young girls are sex trafficked you you don't have a clue you would you wouldn't even answer how many dead bodies which is very well documented at the border do you not care do you not have just an ounce of human compassion for what your open border policy the type of human depredations it is causing you just sit there

looking with a blank look on your face and you're saying it's a priority if it's a priority how did we let four to five million people in this country in in a little more than two years four to five million people the population of 20 to almost 30 States and you're saying this is a priority Mr secretary you ought to resign senat John secary i' like

you to respond to well I have a number of uh responses um the senator mischaracterizes our policies with respect to the security of the Southern border uh the senator of course disparagingly mischaracterizes our commitment to address human trafficking and the exploit ation of vulnerable individuals including children and the senator misstates the data because he confuses encounters with Unique Individuals but a number of things I'd have

to say in addition to the Senator's uh statements and I would look forward to doing so Senator Johnson uh subsequent to this hearing thank you Mr chairman thank you Mr secretary you touch on this a little bit but you know you're fored by the bid Administration are well taken at the end of the day though a lot of the bonuses on Congress there hasn't been a

comprehensive immigration nearly four decades so what bipartisan conversations real concrete conversations are being had if any to show the American people this is more than just messaging well let me turn it over to Senator Brit to respond to your question but I'm I introduced about two years ago the bipartisan border U Security Act with the senator Cinema bipartisan bill in the house Henry quor and Tony

Gonzalez thinking that if things got so bad that the Biden Administration was feeling such heat from its failed policies they might be looking for a Lifeline but we got no response they don't care I mean they like I said we haven't been able to get their get their attention and I think we should acknowledge the fact that you know when the Democrats say that we need

to pass comprehensive immigration reform you know they're using these children they're using these grieving families as leverage to get other political points they want in terms of amnesty programs or other immigration measures that's not going to happen that can't happen just real quick see that point right there that was a low point that occurred at the end of the Trump administration because he took matters in

his own hand because Congress wouldn't act to reform our Asylum law so you say Congress has yeah I think Congress should act but a president can secure the Border president Trump did by returning to Mexico the third thirdd safe country policies other agreements with with uh uh other countries you know we were building the wall we immigrants realize or people coming trying to come to this

country illegally is we were serious about securing the borders and they stopped coming we pretty well stopped the flow of unaccompanied children of family units exploiting our laws we stopped it it's because we had a president that was serious about security in the Border unfortunately we have a president in the office now that is not Faithfully executing the law and literally is committed to an open

border policy and the results are obvious the results are sickeningly obvious and I just ask all of you in the Press would this be an ignored story because this B this is an ignored story would this be ignored if there was a Republican president in office during this point in time I was down in Guatemala I toured a facility a safe house for sext traffick little

girls the youngest was 11 they had the cribs there for the little babies these sex traffic little girls were having if you can't get angry about that if you in the media can't get interested enough to report the the truth the depredations occurring that have to be stopped outside of politics there should be nothing political about this we we passed a cure fence act on a

on a bipartisan base I think 85 members of the Senate voted for it and yet now Democrats refuse to even build the wall that we've already bought and paid for so a president who's serious about this can fix this problem he can stop a lot of this trafficking we have a president right now in office who could care less the current vice president was on my

committee when we heard testimony about a child being sold for $81 she obviously could care less and you can see the results just to add to that so in 2006 this body passed the secure fence act with 80 votes we all know that if you have a boat that's taken on water you you got to plug the hole right building a barrier and a wall and

making sure that we have a way to keep our borderers safe is critically important and the challenge that I really have as I've dug into this issue and really tried to learn is that back in 2006 everybody agreed on that of those 80 votes do you know who voted for the secure offense act Hillary Clinton Barack Obama Chuck Schumer and guess what Joe Biden they are

being ruled by the extremes and they're letting that cloud their vision and doing what's right what's right is protecting this nation you know finish building barriers so that we can make sure that we know who comes here and when and how so that we take back control that American laws Take Back Control not lawlessness not drug cartels they're running shot here they're the ones that are

profiting so I think we have to come to agreement that you got to start somewhere and you got to secure this country um before you're able to deal with anything else and that's just the truth isn't it ironic that you're asking about passing an additional law as the solution when the administration won't enforce the existing law thank you all very much well first of all I

want to thank all of you for coming here Senator coron asked you know what what can we do to get the B administration's attention on this it starts with getting the media's attention to this awful awful problem now this is a chart that I started developing as chairman homand security and way down on the the left hand side of that chart that that was the humanitarian

crisis that President Obama declared when we were apprehending about 2,000 people a day his secretary of Homeland Security J Johnson said it was a really bad day for border patrol when they encountered apprehended a thousand people a day you know as Senator lford said we we've hit days of 10,000 and you you know the Obama humanitarian crisis just looks like a little bump in compare in

comparison to what is happening under now under Joe Biden we don't talk enough about what humanitarian depredations are occurring because this illegal flow uh Senator hovind talked about the numbers um he's talking about encounters we don't even call them apprehensions anymore now now we encounter we process and we disperse some are return but in total uh DHS not being particularly transparent about this but we are

approaching about five million people during the Biden Administration that have come to this country illegally been encountered processed and dispersed or come into known or unknown God way almost 5 million people half the states have a population less than 5 million people that is the magnitude of the problem as chairman homeand security we held something like 30 hearings on this problem we we talked about the

human depredations we talked about how children being sold for $81 to create family units to exploit our Asylum laws we we we heard testimony of of a little three-year-old boy just left to die in a field basically with with a phone number written on his shoe that that's what happens after they've been used they just get abandoned or even worse they get put into human or

sex slavery and we're not talking about that enough we're not talking about the human depredations result of President Biden's open border policy his open border policy is facilitating the multi-billion doll business model of some of the most evil people on the planet back in envelope calculation last time was out the board I figures about $18 billion dollar were funneling into the human traffickers into the sex

traffickers and the drug traffickers I was recently on a zoom call with Tim Ballard uh talking about the sound of Freedom movie that is doing well at the box office over $100 million so far collected what's happening on the left is they're vilifying that movie the media mainstream media is ignoring it when that the story The Tale that that movie is telling ought to be highlighted

sex trafficking little children where do you think the 85,000 children that they've lost track of what do you think they're doing how do you think the young women pay off their $5 to $15,000 human trafficking fee it's in the sex trait it's it's in human trafficking it's other forms of involuntary servitude the American people need to be told the story by the mainstream media so the

public will put pressure on the Biden Administration to stop this to end this now next Tuesday I'm I'm very pleased that speaker McCarthy is hosting a viewing of the sound of Freedom Tuesday night I'm certainly going to go I I hope if you don't have an opportunity to go to that I hope you go to a theater and hear that story and then tell that tale

contining to ignore the crisis I I appreciate my colleagues uh putting my chart that I started developing as chairman of Homeland Security you know back there in 2014 when Obama declared a humanitarian crisis when as many as 2,000 people were uh crossing the border a day uh this Administration won't even bring itself to call this a problem they call it a challenge and their solution is

in the Border I've gotten to know the sheriff's down there and and they always show us the pictures of the the dead desiccated bloated animalu bodies in the desert of the illegal flow that there are there are hundreds every year today I got a photo and we're we're we're just going to put up half of the photo I'm not showing you the worst part of this

photo the upper half it's it was was literally the most horrific one I've seen today any reporters interested I'll show it to you but we're not reporting on we're not recognizing the human toll the inhumanity of the Biden Administration policies this was a human being a human being that that we might have let in welcomed in under a legal immigration system but Biden's open Bard a

policy has pushed back the possibility of us standing up a functioning legal immigration system so again what I'm asking members of the press to do is please fully report on this crisis fully report on the human trafficking how do you think young women pay off their 7 to $15,000 human trafficking fee the the sound of Freedom movie shows you what happens with child sex trafficking other

sex trafficking of course then the the deadly drugs Crossing this this open border so please I I'm just appealing to the mainstream media pay attention to this show the American people the disaster that President Biden has caused at the border the inhumanity of his policies and I think next is uh senator hovind chairman uh secretary Mor orcus I think you're familiar with my chart I started

developing this as chairman of this committee dates back quite a few years now it's changed over the years used to be titled Southwest border in apprehensions that's back in the good old days uh when we actually apprehended detained and oftentimes deported uh for some reason well I know the reason that under your Administration you've changed it now to encounters so now uh it's titled South host

border encounters because now we encounter we process and disperse and it seems like your solution to the self-inflicted wound to America is we've just got more efficient at processing U I can't quite honestly think of a greater threat to America than is what is represented by this chart and this chart represents this administration's open border policy it's a travesty um director Ray you said in your

testimony uh the threats uh they're not getting any easier to deal with uh would having a secure border would that make your job easier well I I will I will let secretary America speak for border security but I will tell you that the threats that we have to contend with that are attributed to the Border uh cartel violence distribution have Li time the answer is yes

your job would be a whole a lot easier if you wen't having to deal with over 70,000 special interest aliens coming from countries that are of concern to us your job would be a whole lot easier if this year we hadn't encountered actually encountered 169 people on the terror watch list secretary M orcus I've asked you this in the past what numbers are represented here how

many people has this Administration let in by encountering processing dispersing or that have come in as a known or or unknown goway what approximately I don't need an exact number so what do we got Senator let me let me let me say I need numbers I again don't F bust me how many people has this administration led into the country let me say at the outset

that uh our job would be a lot easier if the broken immigration system wasix Mr secary I wanted a number how many people have you led into this country I I should also okay I I'll give you the number it's about 6 million about 1.7 million as known Goda alwayss now again we don't know who these people are we just know that they've come to this

country and they're residing somewhere where are all these people residing where where did the six million people go Senator you speak of encounters and let me um let me sh would you answer my questions where did these six million people go are you keeping track of them to what extent do we have a handle on where these six million people are in America Senator as you

well know when an individual is indeed released they are released into immigration enforcement proceedings and are subject to removal if they do not have a legal basis to remain in the United States you're not answering the question where where are the where do these people reside we know we've got about 100,000 in New York and New York mayor Adam says it will destroy New York that's

by the way less than 2% % of the 6 million people so less than 2% 100,000 is going to destroy New York what's happening around the country I'm I'm not going to get answers from secretary uh mayorcas so director Ray what are you doing to track these people and investigate the Potential Threat so we are tackling it through a variety it means that the there are

some categories I would put kind of in the terrorist watch list category and there it's our joint ter ISM task forces that are working with Partners uh throughout the law enforcement Community to try to identify how how many agents how many agents do you have tasked to investigate potential Terror threats coming into this country and those six million people and particularly the 1.7 million getaways how

many agents are on investigating that flow of illegal immigrants well I I don't know that I can give you the exact number but let me try ballark let me try it this way is it 100 is it a couple hundred is it I mean just ballpark well I would say we have several hundred agents who are tackling the threats that come from the border both from

a national security side a counterterrorism side and from an organized crime or violent crime side so how does that compare to the number of Agents you had on for example investigating the January 6 protesters how how many agents at the height of that investigation how many FBI agents were assigned to that task force I don't have exact numbers but what I would tell you is that

I feel relatively confident that the number of Agents working on threats that are attributable to the Border far exceeds the number of people working on the January 6 investigation what about the height of the January 6 investigations same answer same deal okay um Mr SEC secretary Marcus what is the average or the range of trafficking fees I mean because by the way we have a 100%

secure border on the Mexican side right I mean very few people are Crossing into this country without going through human traffickers so they have to pay a trafficking fee what what is that range of trafficking fees when you speak of a trafficking Center you mean Smugglers the I'm talking about the human traffickers that you know the people that the people coming across you are paying what

a $77,000 fee a 10,000 a 50 what what is that range several thousand doll per person how do they how do they pay that off how does a how does a young woman pay off10 to $15,000 human trafficking fee tragically uh Sen uh they often spend their entire life savings uh to pay a small well they also tragically get put into human sex trade correct there

are all sort director Ray are you investigating that are we busting up some you we saw the sound of Freedom that that movie uh what investigations are you doing in terms of the sex trade that is going on because of the bid administration's open border policy uh we have a number of task forces that are focused on human trafficking especially sex trafficking uh all across the

country um and last year we rounded up I think maybe a thousand or so predators of that sort um and so that's probably the main vehicle through which we're tackling this which is a significant significant problem of the 73,000 specialist aliens coming from these countries that are concerned ours how how many of those people are you keeping track of what what happens to them are we

detaining them are we deporting them or are we granting them Asylum well as to deportation and Asylum I would I would leave that to the agencies that handle you're were of the 73,000 special interest aliens correct but I I'm aware of special interest aliens I don't have track uh so if we have a fully predicated appropriately predicated investigation uh then those people are squarely within scope

of those investigations how many active investigations do you have on 73,000 special interest aliens I don't I don't have that number here I can see if that's something we can get for you and follow up you can expect to a cur on that one thanks secretary Mar because I just have to put my chart back up here to rebut a point you made repeatedly that it's

our broken Asylum system that has created this disaster at the border the fact of the matter is under the previous administration we actually had brought illegal immigration down to 17,500 apprehensions and counters per month last month we hit over 270,000 and that wasn't that that was done under the previous administration with our same broken Asylum system the the root cause of This Disaster literally is President

Biden and you
